Updated Statements Now Available on DHCD (Department of Housing and Community Development) Site

The updated Statements of Tenant’s Rights and Responsibilities for the VRLTA (Virginia Residential Landlord Tenant Act) and the VMHLRA are now up on the Department of Housing and Community Development landlord/tenant webpage (in English only) with July 1, 2025, as the updated/effective date. These forms can be used for all leases starting on or after July 1. The Spanish versions are expected to be made available in the coming weeks.

Starting July 1, 2020, all landlords must offer the Statement of Tenant Rights and Responsibilities to any prospective tenant. Both the landlord and the tenant must sign a form at the end of the statement acknowledging that the tenant has received from the landlord the statement of tenant rights and responsibilities. The written rental agreement will be effective on the date that the form is signed by both parties. Landlords must provide a copy of the signed Statement of Tenant Rights and Responsibilities and a copy of the written rental agreement within one month of the effective date of the rental agreement.
